Hedges tend to divide properties so it is really belongs to you both. So a little communication and cooperation on both your parts would be a good thing. Good neighbor's policies and all that.
Assuming you have had no communications regarding this, trimming the hedge and throwing the clippings onto your yard would be a classic example of Passive-Aggressive behavior on their part. On the other hand, if they have talked with you, well . . .
Case in point, I had a Monterey cypress with branches that extended into a neighbors yard in such a way as they were problematic to my neighbor (eye height!). He mentioned once that he had trimmed the tree (actually whacked it) and showed me what he did. I asked him not to do it again, that I would take care of it.
Following removal of a branch and some training, the tree is no longer a problem. Occasionally, when I am on that side of the property, I still make sure the tree is not a nuisance to them.
Over the past 10 years, I have probably spent 2 hours of my time dealing with this.

Where I'm from if a tree or shrubbery crosses the boundary it's fair game and says so in city ordinaces.
It should have been planted far enough in from the lot line so you could do trimming, etc. without going onto the neighbors property.
It's your responsibility to check your shrubs and such from the "outside" view to see how it looks from their point of view.
Granted, him throwing the cutting into your yard was childish, but at least you know his feelings on the subject.

No,, you should be trimming your own hedge and picking up the cuttings,,it seems your neighbor thinks you are not cutting them often enough!! he seems to be telling you to trim them more often but if he cuts them he should remove the cuttings!! if the hedges are on your property line he should not touch them!!!!

if the hedge is on your side of the fence, they shouldnt touch it. if its hanging into their yard, i say yes they can
