I hate to say it, but puppies. Most little babies look like miniature old men.

Genetically engineered puppy-babies. Human infants with puppy heads and occasionally puppy limbs, as well as a tail. Absolutely adorable!

It depends I have seen some babies that aren't so cute but I've also seen some puppies that aren't cute either. So i guess it depends. and of course each parent is going to think that their baby is just the cutest whether it is or not.

Well, most babies are cute...but some look like Winston Churchill when they're first born; while most baby puppies look just like puppies! I think it's a tie though.
