If they don`t use any lights they would not have a light cost on there energy bill , but if they had guests over who weren`t blind and didn`t want to visit by candle light then yes they would.

Yes, since the "light bill" means the power bill. Even a blind person needs electricity to cook or to heat water.

the "light" bill: the part of their expenses where he has to pay for lighting, electric or otherwise (candles used for light, flashlights but what would a blind person do with flashlights if he's living alone except for when somebody has to come over...).

power or electric bill: the bill you get for the amount of power (solar, wind, water, whatever) you use to run all your other appliances.

I would say unless he or she has, by some happy luck, free electricity, the blind person would need to pay the bill.

Has anyone seen the movie Young Frankenstien, during the scene with the blind man? If the blind man is expecting no visitors, why does he have a candle?

lol, this is probably the funniest question ever! I think the answer is still yes. Because blind people will still need lights just to make sure they are blind.

No such thing as a light bill.........its called electric.....inner city people just call it that when their lights go out for not paying thier bills.....

well its included in the electric bill. if they dont pay it then how will they use their appliences? and if their family or friends come over how will they see? so yes they have to.
