Mexico sent a hospital ship to help deal with the wounded and sick. It came to port near Biloxi, MS and was the first time a mexican military vessel came to port in the US since the Spanish American war. Canada sent similar aid including specialized rescue teams and ships to repair and replace offshore buoys for detecting future Hurricanes. I don't mean to leave off anyone because a bunch of nations sent aid. I've included a link so you can see them all with detail. I am especially surprised by the large amount of aid from arab nations like Kuwait(500 million dollars).

I realize that this is an old question, but I just now came across it. Over 70 nations sent pledges of relief funds, including Bangladesh, which pledged $1 million!
Supplies came from England, Italy, France, Mexico, Germany, Greece, Canada, Singapore, among others. Fidel Castro offered aid but "hasn't received a response".

Yes. One country in particular stands out to me because of the harsh press they have been receiving is Hugo Chavez and the People of Venezuela. But unfortunately we did not except.
