They don't. This is common militia-type, tax protestor nonsense. Some decorative US flags are made with gold-colored fringes, and those loonies claim that this is, according to some vague code, a secret indication that it is a flag of military government, not the US civil government. Secretly, these nut-jobs claim, the US government puts these decorative flags in courtrooms because then military law is supposed to apply instead of the Constitution, so the government can do crazy stuff like collect taxes from people, which is supposed to be against the Constitution except for it being specifically permitted in the Constitution.

This nonsense has been around for a while, so the courts have learned to be very ill-tempered with defendants who try to question the court's legitimacy because they object to the courthouse's flag. Lawyers who make those statements may be liable to punishment for making frivolous pleadings, and defendants who get stubborn about this stuff often get extra fines or jail time for their quasi-treasonable craziness.

They don't. Maybe some sort of context or a link to an article would help me discuss a specific issue, however the presence of a flag is not grounds for anything.

they dont. A flag is a flag is a flag. Just shows you are in a U.S.A courtroom, to distinguish it from another country's courtroom.
