If you are busy filling the glass , it would be half full

If it contains liquor of any sort, half empty, because it needs to be filled.
If it contains anything other than liquor, half full, because putting it in that light makes it less likely to be filled, which is good, because filling it is obviously not a priority since it doesn't contain anything good (liquor) anyway.
