lol I kinda find some of these answers funny. Here's the true answer:

When a player is a restricted free agent, the team that originally held rights to him have the right to match any offer he's given in order to keep that player.

As opposed to an unrestricted free agent, who can do whatever he wants (as in he doesn't have to go back to his original team even if they match or beat another team's offer to that player).

Does that make sense?

A restricted free agent is a player that is still affiliated with his team. This player can only leave his team if another team is able to offer him more money.

If his team matches that money, then he cannot leave his current team.

There are also often clauses where other teams cannot offer this player over a certain amount, and his team can.

its basically half a player half a free agent. if a team pays alot of money for him he can move to that team. if his team pays more money than the offer or no team gives him an offer he has to stay with his present team.
