Practice, practice, practice in whatever medium that you chose. Also, if you want to learn techniques such as perspective or shading, then you should enroll in a drawing class. Human anatomy class is SO informative, as well as sketch class at your local museum. I have also found many good tips in drawing/painting books.
Like everything in life, it's all a matter of practicing a talent/skill and you will surely improve.

Take every art class that you can, even if its in an area you think you're not interested in, or that you've taken before with a different teacher. There is always something new to be learned from every teacher and you never know where the contact will lead you.
Then, like everyone says, practice. Practice every day if you can even if it is just doodling.

you got to practice alot, to get better, you got to have it in you, artist are not rich , atleast not when they start, takes money to buy supplies to paint, and takes pations to get your name out there , but if you really love the arts and feel big satisfaction when u draw or paint, goo for it, The life of an artist is soo much fun but stressfull.

If you have no previous training try to find a teacher in your area who will cover the basics of design, color mixing, which brushes are best for you, etc. That way, you will at least have the right tools and knowledge to know how to begin.
