It stands for the year 2000. Most computers were programmed to accept just the last two numbers in any date. Since no one knew for certain what was going to happen when the new century began, they had to make their best guess and hope it was correct.
There were all kinds of worst case scenarios floating around out there. Many people stockpiled enough food and water for many months. They wanted to be prepared if everything stopped working at midnight 31 December 1999/1 January 2000. Of course, it didn't and everything was fine.

It was a term used in the late 1990's to describe the "Year 2000", it was believed that computer would default to another year in the 1900's rather than changing to 2000 after December 31, 1999 at 11:59.59 pm in return causing chaos and disappearance of deposits in banks and causing missles to launch. Some people went as far as making "bunkers" with food supplies or removing all their money from banks. The most affected were financial institutions, government agencies, airlines, and communication agencies to name a few. During that period, (late 1990's) the largest amount of capital to date was used to upgrade the infrastructure to bring all the computers to par.
