a doorsill is the rubber, nylon brushed barrier at th ebottom of your door that both protects water from saturating the bottom of the door and into the house as well as keep the area below the door from drafts and bad insulation. You can purchase doorsills at any home improvement store.
Here is a quick installation suggestion:
Seal the doorsill
Steps:
1. Measure the width of your door and cut the weather-stripping (sweep, door bottom or threshold type) to length. Depending on the material, use a fine metal-cutting blade in a hacksaw, tin snips, a woodcutting saw or a utility knife.
2. For a sweep (see A), close the door and position the sweep so it contacts the sill. For a door bottom (see B), verify that the gap under the door is within the prescribed limits; open the door to slide on a U-shaped door bottom and close it, or position an L-shaped one on the closed door. For a threshold (see C), notch it to fit against the side jambs when its gasket is centered under the door. (Images 1 to 3)
3. Mark the mounting-hole locations (usually slotted) on the door for a sweep or door bottom, and on the sill for a threshold. (Remove the gasket to access the screws.)
4. Remove a threshold to caulk under it unless it has vinyl seals in its feet, then reposition it.
5. Install screws in the center of any slotted mounting holes, and adjust the sweep or door bottom before driving in the screws.

You have gotten numerous answers which most would be right depending on what you need. A sill for a door is the piece of metal or wood that goes in the middle between the two side jams and is where the door stops above when closed. So you need a storm guard sill for an exterior door to keep the weather out. It is an angled(on both sides) piece of ribbed metal that you cut to length to fit the width of your door which you screw down. I suggest applying some silicone caulk under the edges to repel water. You must first remove the old wood sill that was installed when the door was originally put in and hopefully the new one is not higher or you will need to cut your door down a bit to make it fit.
The other answers were talking about weather striping for the sides and bottom of a front door.

It's "sill" not "cill" and you can get it at Home Depot, Lowe's or another building center.
Be sure to measure how wide, long and high it needs to be before going to the store.

They usually require a lot of cutting and fitting, as well as drilling for the screws to anchor into your foundation, so you'll need the tools and skills to do this. If that's not within your skills, try the yellow pages for an all-around "handyman".

dur !! it is a cill and not a sill
should be able to get them from most builders merchants...Jewsons, lathams, etc
fairly easy to fit if you have the right tools
