There are many out there, but I would recommend the STi Mobile plan (10 cents/day, 10 cents/min. 9 pm-7 am M-F and all day Sat. & Sun., 2 cents more 7 am-9 pm M-F.) They use the Sprint network, very powerful. They have no expiration date for minutes, but you must call every 60 days to someone. Another one to try is the Alltel prepaid plan. They charge 15 cents/min. anytime, with no expiration date. They do require 1 call/month to anyone. If neither of those covers your area well, try TracFone. They have the biggest coverage area, but they charge high rates. Hope this helps. To find the best one for you, please supply a ZIP code.
EDIT: Will you only use it for 911 calls? If so, just get an old phone from somewhere that works and use that. Any phone, even one that has no minutes on it anymore, will still work for 911 on any network. This is due to a new law.

I would try Virgin Mobile (25 cents/minute for first 10 mins/day, then 10 cents/minute after that) or TracFone (I think about 50 cents/minute). Each requires you to buy a certain amount of minutes every 2-3 months, but it's nice not to have a plan if you are only going to use the phone in an emergency.

If you will only use up to 100 minutes a month for 2 phones I would go and get a contract free bill free age free no hidden costs Tracfone Nationwide Prepaid Wireless phone at your local walmart and then you guys will control your cost from the satart and not have to pay a monthly bill 120 minutes will cost you $30 but think of it this way it has nationwide coverage in the united states I checked verizon and their cheapest share plan for 2 phones with nationwide coverage is 69.99!! plus you have to sign a contract I am a teen and I needed a phone for emergencies and for work and so I bought a tracfone so I dont have to worrry about monthly bills as I could not pay a bill for 2 years straight guaranteed so tracfone worked for me you can check it out at http://www.tracfone.com or go to your local walmart electronics section and they should have a phone kit for as low as $20. Plus tracfone utilizes the wireless carriers in your area for your service so they automatically choose the most reliable one in your home coverage area ex. Verizon U.S. Cellular etc. you get most of the features of these carriers but at a lower price through tracfone and have to add a minute card every 60 days to maintain service.
Hope this Helps you in choosing a phone provider

Well i would go with T-mobile prepaid.... They have great minute plans and the minutes last for 90days until you spend 100 dollars on the cards and then any minutes you get from there on out will be good for a whole year. Also there coverage is pretty good...Go to http://www.t-mobile.com//
Also another way to go is cingular prepaid... But they are more expensive... But they have mobile to mobile so you dont waste yourminutes talking to each other....go to http://www.cingular.com
