Chuck E Cheese is pretty awesome at that age.
But if you feel this is to childish you might consider going to the Main Event which has bowling, lazer tag, and video game style race car driving. Or as a final thought Dave and Busters.
Just some ideas I have used as a single Dad with 4 kids..

Have water games out in the front yard and rent one of those big blow-up bouncers! Or go to the park and have a "pizza picnic". Or even take them to a movie, with popcorn and the whole shebang! If it's too expensive to go to one (which it probably isn't, but anyway) just rent a good one that came out recently and make the popcorn for them.

Call all of her friends over and plan a surprise party! Show her how muuch you love her and that you'll always be there for her!
Take her to a brand new movie that just came out. Or, take her to an amusement park w/ all her friends and let her have the best time!

If she is a really girly girl take her and a bunch of her friends for a spa day. The can have little facials and make up lessons and get their toe and finger nails painted. Then everyone can go out to lunch and show off their new beautiful selves

My daughter just turned 10 and we had a skating party with a few of her best friends. They even gave them a song choice and let them skate by themselves to the song. It was soo much fun. Shes not a girliee girl at all, so it was exactly what she wanted.

If she's going to have a lot of friends over, you could make a craft table, and they can all decorate their own masks. That way, you can have a cheap costume party. You could even go to some place like the Salvation Army and get all kinds of clothes with different patterns, so they can play dress-up.

Plan a party at a reptile store. We had one for my 5 yr. old, and kids of all ages loved it The store has an educational program, and they put on an interactive show/class with odd types of lizards, snakes, tortoises. They had a party room, for you to bring cake, presents, pizza. We all had a great experience.

U could get beads from the craft department at Walmart or a craft store and make jewelry for themselves or their freinds or each other.
AT WALMART THERE IS THIS FOAM STUFF AND FOAM STICKERS THAT STICK TO IT.
FOR MY SON'S NINTH BIRTHDAY WE DID DOOR HANGERS FOR THE DOOR KNOBS. I BOUGHT THE PASTEL AND PRIMARY COLORED LETTERS/SPORTS THEME FOAMS/ANIMAL FOAMS. MAKE SURE THE FOAM ARE PEEL AND STICK, IF NOT U MAY HAVE TO BUY SOME GLUE STICKS. THE KIDS HAD LOTS OF FUN AND GOT TO SHOW THEIR PERSONALITIES TOO! aLL THE PARENTS WERE IMPRESSED ALSO. THEY LOVED THE IDEA.
UNFORTUNATELY I DON'T HAVE A LITTLE GIRL BUT I WOULD THINK THEY WOULD ENJOY SUCH A CREATIVE PROJECT. MY SON MADE ONE THAT SAID "NO GIRLS ALLOWED!" AND HUNG IT ON HIS DOOR KNOB TO HIS ROOM.

Think of something or someplace rather that she really really likes or has wanted to do and do it together and make a day out of it... it doesnt even have to be extravagent. Just the day for the two of you - it's something she will always remember
