My guess is snail or slug poo, do you have some bites out of anything near.
Slug bait, diatamatious earth, or seven dust will take care of it, if it is not the poo the seven and diatamaious earth will work on your uninvited pests.. I prefer the earth which is decomposed fossils, it feels like baby powder to you and I but to crawling pest it is like walking on glass, unfortunately it only makes them move away. A hard spray with the hose as you water is always beneficial.

petunias do make fine seeds when they finish flowering. If this is at the end of where a flower used to be it's a seed pod and you need to pinch it off with your fingers. This helps your petunias to keep flowering. You don't want to let them go to seed because then they pretty much stop flowering. Also you need to cut them back when they start to look leggy around the middle of summer. This forces them to produce flowers again, after a few weeks.

Spray soap and water on them.
These are probably insect eggs.
Seven Dust is also good.
