I want to create a full screen size animation to run once when opening up a web page. Can a gif animation do a full page, or will that slow down the page load too much?

You should use macromedia flash for this project. Id the animation simple or complicated? Flash may take some time for you to get familiar with, and the software is expensive to purchase, but this is the tool for the job.

Get into a school that specializes in web page graphics. Or do a search on how to do it.

It would take forever but it would be possible. You would have to have some good technology to have any chance at OK quality though. I use Jasc Animation Shop Pro; Mostly for myspace though.
