As others have said, AMD Processors are much faster than Intels of the same colck speed therefore they relate them to the equivalent performance. I have a 3700 Athlon 64 which actually runs at around 2.2 ghz. The figure you should follow in terms of system requirements for software is the name.

Because an Athlon 3000+ operates at a speed of 1.8GHz. The 3000+ is not a denotation of its speed but rather it's equivalent performance. It will perform like a Pentium 4 operating at 3.0GHz.

AMD rates their processor's performance on a scale that represents Intel clock speeds. Their processors run at similar performance as Intel's but at an actual clock speed that is slower. If they actually quoted the true clock speed,,do you think they would sell as many? Probably not to those who only look at the numbers. Make sense??:-)=
