I don't know how romantic this movie is but I'm going to say "Scent of a Woman" because I loved the dance scene with Al Pacino and Gabrielle Anwar.

It has to be "The Way We Were" To this day, the ending brings a tear to my eye. When Robert Redford and Barbara Streisand meet up again after divorcing on a busy street in New York, embracing for the last time. The look on both their faces tells you that they are still very much in love, yet are worlds apart and could never compromise enough to stay together. (sniff...sniff...sniff)
