I think the Munchkins kept their dogs hidden so the Wicked Witch of the West wouldn't turn them into hot dogs. Smart Munchkins! Toto just had to be the brave one.

That is one -damn- good question. However,the Wicked Witch of the West is a very knowledgeable,very intelligent woman. She most likely knew of him from her own library of books.
