Vinyl siding is attached to an existing siding, either plywood or ship lap or stucco. you said you have wood underneath which is good. just make sure to avoid any pipes or wires in the wall and screw it in with 1 1/2 or 2 inch screws, right through the siding. you might want to put some caulking in the holes so water dont get in. 4 screws will be plenty.

I would drill a pilot hole into the siding and through to the wood beneath then put outside caulk sealant and then a wall anchor because there is a small gap between the siding and the wood underlay that will first dent then crack the siding.
Screw at least a 2 1/2"- 3" screw to secure the decoration.

we take a piece of 1inch long metal tubing, but 1/4 inch or 3/116 in dia. put the screw thru the item ur hanging ON the wall and then slide the metal tubing over the screw. get 3 inch screws. then when u screw the item to the wall the metal tubing will act like a spacer to keep it off the wall 1 inch. this allows for water to drain and doesnt pinch the siding.use clear caulk once installed at ends of tubing at siding.
