i tried to change the background through display properties and by right clicking on a picture and choosing Set as Background but nothing works.( i have Windows XP Service Pack 2)

right click teh desktop and go to arrange icons and press lock web items to desktop and if that was already checked uncheck it and right click and press refresh and try to change your wallpaper again it might even be because your screen resolution or settings . right clcik the desktop go to properties and go to settings tab make sure your color setting is at 16bits or higher
