I think maybe you need to first look at anything that may be going on with you personally that you may feel you have to guard yourself or shy away from others and if there really is nothing then try to get away from the shyness.What worked for me (because I was quite shy) was that I just started to smile and just stand straight like 'I belong here' its ok to talk to others and if they don't particularly like me ok?if they do its great conversation sometimes and the more you talk to people the more outgoing you become if thats what you want -f not its ok to be more reserved and let the loud people come to you!!

This works really really well and you might have to work yourself up for it but I'm almost certain you'll like the result. Next time your at a mall, club, school, where ever. Look for someone very physically, sexually appealing. Not just the best there but someone who is truly attractive. keep an eye on them and as you are leaving, walk up to them and tell them you think they are very handsome, gorgeous, whatever you wanna say. And then leave.
And keep in mind that because you are in total control of the encounter there is no reason to be embarassed. Don't wait for an answer or thank you and DO NOT expect one. Say your piece, and get the f*ck out.
After listening to my older brother complain for years I came up with this solution and it worked great for him and his dorky little friends so it should work for you as well. Not implying you're dorky.

when you walk into a room, you need to have an air of confidence. sit next to someone who would be an option for a friend. start a conversation. pretty soon you will be over your shyness. 99.9% guarantee!

Learn something new, but which will allow you to meet with people who share the same interests.
Like to play a musical instrument, or a sport, whatever does interest you, it will help you to socialize with people.
