If they are dying (stems are not green anymore) you could cut them down. If the stems are still green and if you feel like taking the time you could just cut off the dead flowers down to the next stem. This will allow room for new buds to come up. They might flower again but I can't guarantee that.

If you dead-head them (cut off the spent blooms) you may get a second wave of flowers.

Don't cut the whole plant to the ground just cut off the flowers.

Sure. Save the seeds! Daisies are biannual, seedlings won't bloom first year, will second. EASY to grow.
