Take the turtle to a pet store that specializes in reptiles. NOT Petco or Petsmart, those people are idiots.
They can tell you what kind of turtle it is and how to breed them. It is also a good idea to get a book. Books have to be fact checked while anyone can (and does) write anything on the internet. "Experts" have passes on inaccurate information, and you don't want to make any potentially fatal mistakes.

you mean red eared and well i would say when they reach about 5-7 inches, usually about 4-8 years depending on how fast they grow

normal when they are around 5 inches they are mature
