I have born n brought up in Agra. So I know each and every place right from Hotels, Shopping areas, emporiums, restaurants, eating joints, etc.
Regarding Hotels i would like to tell you there are hotels available from ranging U$50 to U$500 a day. And the most expensive is Hotel Amarvillas of Oberoi Hotels. There is other Good 3* Hotel is there Hotel Amar. Other hotels are Taj view, Mughal Sheraton, Jay Pee Hotel, Holiday Inn, Howard Park Plaza, Clarks Shiraz, Trident Hilton, others. Try the Oberoi hotel or the Taj Agra

Since you have asked for the best place , I would not take any financial constraints. The best place definitely is The Oberoi Amarvilas, Agra, India. It will be very expensive though but you would feel like a king. You can find more details on www.oberoihotels.com. Check it out and if you can afford live like a king.
