i mean that password only which when you enter can your computer gets on, i mean even the power comes up after entering that password. I think i have tried to make myself clear.

On some systems you can set a password on the bios. The system would power on, but would not load the operating system or anything else until the bios password was entered.

You're talking about the BIOS password, and it is set (interestingly enough) in the BIOS itself. That is the user password, or system password, the admin password just allows access to the BIOS itself. Both, however, aren't really that secure, however, as they can be cleared simply by clearing the BIOS through removing its battery.
