Go down to your local courthouse and ask for the department that handles name changes, usually the probate court.
Fill out the petition, pay the fees and change your name to William Gates. When folks ask, tell them to call you Bill...

I don't think you want to be Bill Gates..I just think you want his money. But in case you do want to be Bill Gates, get a sex change, have some surgery done to make you look like him, and wait late one night and kidnap him and lock him away forever and take his place.
