There are too many characteristics that need changing. We would need to lose our 4 chambered heart. Our sweat glands would have to go. Our subcutaneous fat would need to be re- distributed. Our hair, what little we have, would have to go. Our metabolism would have to slow down drastically. Our lungs would have to become smaller, We would have to find a new way to carry on reproduction. Carrying a baby for nine months would be out.

While the other 'science' boys are trying to solve your problem... let me get back to your question again. You want to convert a human to cold blooded , am i right ? Not a cold blooded mammal or anything like that , am i right ? Well all u have to do is to ask that particular human that you would want to convert, to murder someone, then skin his victim, or maybe have his victim for his dinner or just make him to do something that we, normal human, can't do, and there you have, a converted cold blooded human.

Quite simple actually... You would need to take stem cells from a Komodo Dragon and grow them in a petri dish and then transplant them into a baboon embryo. When the baboon reaches maturity you must then harvest its organs, then transplant them into a 3 month old human fetus.
Of course after 10 years the cold-blooded human/dragon hybrid will probably want to kill and eat you for what you've done to it, but at least you'll know if it worked. ;)

Funny fellow. Come to California. It's natural here already!
Example: A guy found out from his doctor he was cardiac terminal and could he get a transplant. Doctor says ' Yes'. Patient says: 'Can you get a Hollywood agent for a donor?'
Doctor says: 'How come?' Patient says: ' Cuz I want one that ain't never been used. '
It goes with the terrain!

Well, I have heard of people's bodies losing the ability to control their temperature, but only in extreme temperatures (i.e. hypothermia and heat stroke). I suppose if the hypothalamus was damaged, you would have to control your body temp by staying in a place just cool enough that you would vent out the heat your muscles produce, but not cold enough to suck out too much heat.
