No! Like in definitely not!
You can try, but I would not. The siding eventually will crack and let the water in. And then ... you wished you did it the right way.

The right way
1. Carefully remove the area of the siding where you intend to install the ledger. Here is a great site http://www.decks.com/article17.aspx
2. Install back flashing between the house and ledger. 3. Install the ledger firmly to the frame of the house. I mean firmly since ledger is a structural element.
4. Install diverting flashing over the ledger . http://www.decks.com/article28.aspx
5. Apply caulking.
6. Cover exposed area back with siding.

Now go and have fun!

Just the siding or through the siding? If just the siding, obviously NO. If through the siding to the frame of the house it can be however do note that vinyl is designed to "float" on the outside of the home and expand and contract with heat. If you bolt the ledger board to the siding you lock the siding in place there and the siding on either side of the deck at that point likely will buckle in the sun. I would remove the siding and use j-mold and "do it right" so it continues to float.

I would have to say no.
Vinyl siding will be broken and damaged.

Simply cut out the area of vinyl thats in the way,
add the ledger, then after the deck is built., refit
some vinyl siding finishing pieced where needed.

Cut out a section of the siding and fit the ledger into it. Make sure you use flashing so the water runs down the face of the ledger and not between the ledger and your wall because that might cause the studs in your wall to rot.

No it is not acceptable. Remove the siding and bolt your ledger board to the studs or cmu. Then caulk and flash the top of the ledger board, replace your siding...
