i live on the east coast and everyone knows that the west coast is 3 hrs behind. so on new years eve when the ball drops live in new york does the west coast celebrate the same time as us?

No. People celebrate when their respective time zone hits midnight. Part of the fun of New Year's Eve is the TV coverage of other cities hitting midnight.
