Any chat service that has rooms for kids is ok if know how to chat safely. You did not say if you are the kid or the parent.
For kids and parents:
Spend some time at http://www.isafe.org This site has great information about how to use the Internet safely.

For parents:
Spend some time at http://www.perverted-justice.com This site will show you what kind of sick people are out there looking for your kid. After you have spent sometime, show your kids some of what you read.

People need to understand that there are a lot of good people to talk to on the Internet, however there are a lot of bad people as well. Knowing how to remain safe is very important. Predators have stalked, kidnapped and killed kids they met chatting on the Internet. In some cases, the kid did not give the person direct information, they were able to find them using clues in profiles and on sites like myspace.

I would stay away from chat sites until you're a bit older. There is (usually, and if not, run!) no way to verify the ages of the users on chats, and since you're looking for a 12-15 year-old bracket, I doubt that you would appreciate some off-color moron stomping around. Stick to IM contacts; that's my advice.

Kids do not belong on chat websites period. The danger of predatory situations is far to great.

There is one out there that charges, the parents have to sign the kid up, but I don't remeber the name
