I don't think that eBay has any restrictions on age. But if you are going to accept pay pal as a payment method, there might be a demand for a credit card account and a bank account. EBay will walk you thru the whole process. To start I wouldn't buy any big packaged seller account. I pay 4.99 a month and have access to all I need. Just follow the link marked "register" on the home page. It's very easy and they'll guide your steps. You will need a credit card to pay your listing fees.
