Well, some of it's luck... some of it's carelessness... and some of it is inexperience. It all depends on the girl.
Unfortunately, there is a feeling amoung teens of invulnerability. A "oh, it won't happen to me" mentality. Course, that's not true, and it can be quite dangerous. Sex without the proper protection is extremely dangerous; not just because of STDs, but also because of pregnancy. The human body is designed to reproduce, and it's very, very good at it.
In truth, most teenage girls rely soley on condoms for protection, believing them to be fool-proof. Unfortunately, that's not the case. When used properly, they are only 97% effective. And fourteen percent of people who think they know how to use them, are using them wrong... lowering the actually effectiveness to only 85%
That means that in a little over one in every 7 times you have sex, the condom didn't work. If that one time is within 48 hours of ovulation then it can lead to pregnancy.
The MOST effective means of birth control is by far the pill. Up to 99.97% when taken as directed. However, the pill does not protect against STDs. A condom used as well as the pill will add another 0.03% effectiveness against pregnancy, and a full 97% against STDs.
Unfortunately, and to answer your question, many young girls do not have this information... they simply aren't given what they need in order to keep themselves save. During my high school career, four of my female friends got pregnent, and many more throughout the school. Many of them freshmen, because they had not yet gone through Health -- a required class to graduate -- and had never had sex-ed before.
With our school systems refusing to teach it to children BEFORE they reach an age at which they can get pregnant (as young as eight or nine for some girls now), and our society making it a taboo subject for anyone else to talk about... girls will continue getting pregnent because they, and their partners, simply don't know better.

I was very frustrated about this same situation the other day. There is no excuse for young girls to find themselves in this situation. There is so much information out there on birth control and the risk of std's yet these young peopls still refuse to protect themselves. How hard is it to buy condoms and actually use them? If you can't afford to buy them, planned parenthood gives them out for free.
I think another issue is the lack of parents telling their children aobut sex and protection. Kids are maturing much earlier these days, so parents need to educate their children early on. If you are going to have sex, PROTECT YOURSELF.

Here are some reasons why:
1) rape/molested
2) dumb not enough parental guidance or education.
3) don't respect themselves (they think that sex is a show of love)
