My PC makes "booting sounds" as soon as I plug the tower in, without me pressing the power button. There is no video, even when I try to use a card, and keyboard does not power up. I thought it was the motherboard, so I got a new one and switched everything. On testing, I only connected the bare neccessities, power, ram, processor and hd. The same thing happened, indicating that a component is bad, I already tried different RAM. Could it be the processor? A new one costs over $200, a big investment to make just to trouble shoot!

so many people think it is the power supply, that I have to wonder if both power supplies are bad in the same way? It's possible, I guess.

You didn't mention trying a different power supply. If it is a short you should be able to plug the power supply into the mother board without cpu ram or video and see if it still does it if not shut it down add the cpu back to the mix and try it. repeat with ram and video card until the problem resurfaces. That should tel you what peice is shorting out.

It could be that the parts are not properly put in. Also, there might be a short circuit somewhere in the PC. If you can't get it fixed, just get a new computer. It's cheaper than buying parts for the PC

Does it work when you actually press the I/O button?
A lot of computers will fire up the system briefly once it gets plugged into the wall. Being but a well-informed average user myself, I can't tell you why.
If it just plain won't work, I'd take it into the shop.
