i say that the water should be like electricity and gas, fit meters on and people would start to have some concern.
and the rates should be different for each type of user, eg;
busines pay more "depending of the type of busines",
people withe a house with garden pay a bit less,
people with no garden pay the lower bill,
and so on...

I am in the North of England and we are not experiencing a "drought". I believe it is the water companies that should do more to fix the leaky pipes as there are gallons of water lost through bad maintenance of pipelines. It amazes me that as we are an island surround by water nobody has thought about using a de-salination plant like Malta.

I live in Florida, and believe me, we know droughts. When it doesn't rain for a while, that's what raises concerns. Floridians like to keep their lawns green (as I'm sure everyone else does, too), and a little water for each house adds up to a lot for the whole area.
The local government has set limits to how long and on what days people can water their lawns. I think this would significantly impact the water shortage, if you can imagine how many households there are and how long they keep their sprinklers on (grass practically drinks it up). Plus, it's summer.

I'm in the SE of England (Norfolk, to be precise) and we don't seem to be suffering a drought. But agriculture is the main problem over here. Farmers using it all to water crops.
