Bars and places not accessible to minors, I would assume are exempt from such a law if it exists for the area.

Check with your particular state, but I know of no law that even says you have to allow children in your restaurant, much less provide boosters and high chairs for them.

However, if you are planning on attracting families, or even couples under 45, you'll do well to have plenty of boosters and high chairs available. Children's needs and wants greatly effect the buying decisions of their parents.

If you don't make your restaurant "familay friendly", you'll effectively lose half your potential market before you start.
