First, you have to have FTP access to your website. Assuming you do, try a free website publishing software like NVu.

Stay away from Front Page. It's a crap program, with limited capabilities, makes your site look like an amateur made it, and inserts TON'S of extra code that actually increases the size of your site. Get Macromedia Dreamweaver. It's the best.

If it's HTML, all you need is HTML editing software, such as Frontpage. There are lots of freebies out there that might work. (Google "HTML editing freeware").
