I just moved from the greater Tampa area. You will not find a "really cheap" apartment there. If you find anything close to affordable it will be in a horrendous neighborhood. Your best option is to look outside of the city (outside of Hillsborough County).

Try looking in the Tampa Tribune or the St.Petersburg Times for a private rental.

Yes, you can try this:

http://www.rent.com
http://www.forrent.com
http://www.apartmentsearch.com

You can sort apartments by price, and some will have floorplans and reviews by tenants.

If you're looking to get a really cheap apartment and don't want to lease one yourself, you can also check your local paper's classified ads or http://www.craigslist.org for places with roommates.
