You can use any messenger program you wish, it's free and you don't have you download it. I think you may have to create a login... I'm not sure though

If you can not install AIM, try Trillian. It allows you to talk on AIM, Yahoo, MSN, and ICQ all at once.
But I suspect the real issue is that you are not being allowed to install ANY IM program on your PC. In order to IM, you will have to install some type of a IM software. If your parents (or whoever) are not allowing it, there's not much you can do.

There was an instant messaging application called "PowWow" that allowed you to talk to the most popular IM's including AIM and YM without having to load the AIM or YM programs.

You can use AIM Express if you can't download AIM on your computer. I use it at work and it's not as good as the full AIM but it works.
