What does it mean when somebody hasn't passed their prime or in it?

Passed your prime means that you've passed your best i.e. a footballer who has passed his prime is not as good as he used to be . The expression is usually used to describe an older person

passed there prime means you are in your best physical shape and over the hill means you are 40 years or older
