Two possibilities come to mind.
First, you're not attaching them to the e-mail correctly. Second, they have some form of filter or spam blocker that doesn't permit viewing them. If you're embedding graphics into your e-mail as html, they may need to enable viewing.
If nothing else works, zip your pictures into a zip file and attach it to the e-mail. They can then unzip and view...
