There are some micro islands that do not have a developed society and cannot be called Nations/Countries. These usually have less than 50,000 population and have a high inmigration/emigration rate.

One of the basic achievements necessary for a nation to be considered sovereign is control of its borders. The United States clearly does not have control of its borders, so it fails this test in the definition of sovereignty.

There are a lot of small island nations that don't have complete sovereignty, nor do they want it. Although the United States has never sought to be an empire, even it has some protectorates and dependencies. For example, the Territory of Guam is an organized unincorporated territory of the United States.

Puerto Rico is a commonwealth of the United States.

Tiny and smaller nations associate themselves with larger countries to receive a variety of benefits.
