It is natural for very small children fib - they do it for numerous reasons - mostly out of fear of getting in trouble, or to impress peers. My little sister used to fib all the time when we were children (saying things to our neighborhood friends like "there is a dolphin in our pool") - but she has grown out of it.
The important thing to remember is to explain to the child that there is no reason to lie. If he/she lies to get attention (tells fabricated stories) then perhaps he/she feels like they are not being paid enough attention, or being loved enough. This can be resolved as easily explaining to the child that they are loved and to show (sometimes overly so) an interest in the child's everyday activities/life so that they do not feel inadequate or feel like they have to make up stories to feel worthy.
Same thing for a child who tells lies to get out of trouble. Perhaps they feel like there will be severe concequences for their actions (even if they are minor accidents like spilling milk). A child thinks that if they say they didn't do it, you will believe it was magically someone else. They are either afraid or feel too shameful to admit what they did. The important thing here is to explain to the child beforehand that accidents happen and even if they do something naughty it is best to admit to it and you both can work together to learn from it.
Above all, explain to them that fibbing/lying is not tolerated, and you will not be fooled. But also explain to them that there should be no reason they have to lie to you in the first place. Encourage confidence in the child to not only say the right thing (the truth) but do the right thing (not naughty things).

I don't know if you can. My brother lied constantly as a child, even when the truth would work better. Now he's a middle aged man who doesn't even understand that he lies, because he believes what he says is the truth. My mom tried psychiatrists, counselors, nothing worked. I wish I knew the answer.

I have no clue, but stop it now before it goes to far...He Will grow up lieing before he even thinks...Thats how my husband grew up, believe me it will ruin his life. Jobs will go and so will friends and relationships.. Try sending him to a counselor.
