I believe that most, if not all, religions believe in free will. Just because you're here for a purpose does not mean that you will fulfill it. Everyone makes choices in this life, and some are not willing to be the best that they can be.
Some turn to drugs. Some don't like authority, so they never hold down a job. Some refuse to live by anyone else's rules, so they choose to live in the streets.
No one who is willing to work has to live in the streets. You can rent a room (not even an apartment) in just about any city cheap.

There is actually two answers to this question, The first one is really pretty much some just choose to be, the other one is, is that those who know that they can make it in the world don't try to do so even though there are shelters out there that will take you in and help you get a job and even some help you get a place of your own and a vehicle that you can afford. But that is why some people are homeless compared to others.

many are homeless because they did not do what they were supposed to do when they were younger, they were the ones in the corner smoking crack instead of going to school. Others are just victims of circumstance and they should do their best to get out of their problem. People have the ability to decide how their lives are supposed to be and if they choose that life then i do not feel sorry for them.
Homeless people's only purpose is to show others how not to be, and the consequence of stupidity.

Money is a limited resourse. When 10% of the population has 80% of the wealth... some people are just out of luck. It's not a choice. Yes, you can pull yourself out of poverty. Yes, some people do not succeed. Some people don't even try. But at the end of the day, the numbers are all the same.

No one can fully understand how everything works and fits together. What we do know, is that what affects even one person affects us all. And what we do as a kindness to one, has a ripple affect eventually on all humanity. The very fact that one begins to breath, we are serving a purpose somehow, someway that really affects every single human being on the planet. What we know is that we people are to learn to help one another, serve one another, and in doing that find true happiness and become content.

Because unfortunately, many people have done wrong things. Take [will not say his name, so as to not offend anybody] who seems to enjoy wars so much although he could govern his country in a whole different way - for instance, by giving homes to the poor & improving schools. But no, he starts more and more wars, and because of them, many, many people lose their homes. Tip to who he is: when he started the war in Afghanistan, he didn't even know where that country was! *slamming my forehead*

There are two reasons a person becomes homeless. One is through conspiracy.
The other is that they started out as people who liked to hang out and get high and it stuck. Those are the only two reasons.
