Fill the 3 and pour it into the 5. Fill the 3 again and fill the 5 from it. This leaves 1 gallon in the 3. Dump the 5 out and pour the remaining 1 gallon from the 3 into it. Then fill the 3 again and pour it all into the 5. Voila, 4 gallons.

3 gallon jug and a 5 gallon jug
1.) Take the 5 gallon jug and fill it up.
2.) Pour the 5 gallon jug into the 3 gallon jug, so now you have 2 gallons left in the 5 gallon jug.
3.) Empty out the 3 gallon jug, now pour the 2 gallons in the 5 gallon jug into the 3 gallon jug, now the 5 gallon jug is emtpy and you have only 2 gallons of water in the 3 gallons with just 1 gallon of space left.
4.) Fill the 5 gallon jug up.
5.) Pour the water from the 5 gallon jug into the 3 gallon jug until its full. All you are doing is adding 1 more gallon to the 3 gallon jug, and 5 - 1 = 4

Assuming you have a place to put the water, fill the 5 gallon jug. Pour it into the 3 gallon jug. You'll have 2 gallons left. Do that again, and you'll have 4. (But, you would need a place to put the 2 + 2 gallons.)
If you can only use these two jugs--fill the 3 gallon jug twice and pour it into the 5 gallon jug. This leaves one gallon in the 3 gallon jug. Dump out the 5, pour in that one gallon, and refill the 3 gallon. You've now got 4 gallons.

fill the 5 -gallon jug again. you have 5 gallons in here, right? now pour water from the full 5-g jug into the 3-gallon jug which already has 2 gallons. Apparently, all you can pour into the 3-gallon jug is just 1 gallon. so, you are left with 4 gallons in the 5-gallon jug.

Empty the three jug and pour in the remaining two gallons (The five gallon jug is empty and the three gallon jug has two gallons in it)
Now fill the five gallon jug again and pour one gallon into the 3 gallon jug. (That leaves you with 4 gallons in the 5 gallon jug and the 3 gallon jug full).
Another way of putting it is this:
Ten gallons of 10 water (easier if you think of two jugs)
Fill up the 3 gallon jug (you have 7 gallons left)
Empty 3 gallon jug and fill again ( that leave you with 4 gallons inside of the 5 gallon jug)

Basically you are asking how to get the number 4 by only adding or subtracting 5 or 3. So this would work:
add 5 gallons
add 5 gallons
subtract 3 gallons
subtract 3 gallons
voila...4 gallons because
5+5-3-3 = 4

Fill the 5 gallon bucket and pour it into the 3 gallon bucket-- 2 gallons left in the 5 gallon bucket. Empty the 3 gallon bucket and pour in the remaining 2 gallons. Fill the 5 gallon bucket, and then pour off 1 gallon by topping off the 3 gallon pail. Waste of water, don't you think?
