Kerosene, WD-40, several other inexpensive solvents, or look on the shelves of your local auto parts store for bug and tar remover. Gasoline will remove the tar also, but it's dangerous to use because of it's flammability.

Whatever you use, once you have removed all the tar spots, give the car a fresh coat of wax, to replace what the solvents have removed, and also to make it easier to get the tar off the next time.

if it is on your tires the easiest thing you can do is drive it off or maybe try using/renting a high powered water sprayer and blast it off

Get an old rag and some gasoline. Sounds a little odd but if you'll rub the gas on the tar it will come right off. It doesn't damage your paint job either unless you really go overboard.

you can take a mixture of vinegar and mild dish soap, such as dawn, and slowly pour over the area and work it off that way, when done, rub the bottom part of your car with some baby oil and this not only seals any scratches, but will add as a clever was to keep tar from coming back on and sticking. Worked on my car.

Go to NAPA and buy the Road Tar Remover. Basically it is kerosene, but it works very well without damaging the paint.

I ve used a combination of gasoline and kerosene 50/50 mixture. You have to rub quite a bit. Straight gasoline is the best but I like to wash the area with detergent afterward.
