No it's a birthmark and was caused at birth. My daughter has a birth mark on the bottom of her foot we always referred to it as an angels kiss that was given to her at birth.
Are birthmarks genetic?
There is no conclusive scientific evidence, at this time, that points to a genetic reason for a birthmark. Recent studies suggest there may be a genetic predisposition to the underlying cause of a birthmark and that it may be triggered by an in utero incident.
What causes a birthmark?
Again, there is no conclusive universally accepted scientific reason, though everyone is in pretty much agreement it wasn't the stork. There is a lot of folklore surrounding this one (Check out our collection of Old Wives Tales). Latest findings suggest a genetic deficienty in the component controlling the musculature of the arterial and capillary walls in the region.
Will the laser remove all of the birthmark?
Unfortunately, at this time, most people do not see complete removal of their birthmark by laser treatments.
10%-15% of those treated see 75%-100% fading,
70%-80% see 25%-75% fading,
and 10%-15% see 0%-25% fading.
It appears treatments have a better chance of working when a person is still young. However, there can be psychological and physical issues associated with this as well.

I don't think birthmarks are hereditary. Don't worry about it.
