Is it really illegal to chase ducks in VA?

Not that I chase any animals. I have a little one. We were walking around the lake, when my son saw the duckies. He got excited and started run towards them. Of course ducks started run away from him :). This guy who was sitting on the side says "You know it is illegal to chase a duck in VA" and he was angry too.

My son was only 3 years old at the moment for god's sake. So I was just curious :).

Certain species may be protected so yes...it would be illegal to chase them though why you would want to do so, I can only wonder.
