The first world cup was held in 1930 in Uruguay with limited European participation due to current economic crisis. although 4 teams from Europe were represented it was an all South American final putting Uruguay the host country against the traditional power house (now) Argentina. Argentina took a 2-1 lead at the end of the half but it was not enough for the World's first ever World CUp Trophy. the host country scored three more goals in the second half and went on to win 4-2. The answer is Argentina.

Leading Scorer, with 8 goals: Guillermo Stabile (ARG) Key Players: José Nasazzi (URU) 13 Participating Teams Jules Rimet, French lawyer and soccer fanatic, was the driving force behind what would become today’s now famous World Cup. Named president of the International Federation of Football Association (FIFA) in 1921, Rimet conceived of organizing a championship to convene the best representatives of soccer in the world. The first Cup was held in Uruguay in 1930, and 13 countries were invited by the organization. Still relatively unknown, soccer had only just begun to operate several of its leagues around the world. Many European teams stayed home from this inaugural tournament, however the nascent FIFA managed to resolve most of the problems and convened a successful first soccer championship. Host nation Uruguay was the hands-down favorite from the start, owing to its Olympic gold performances in 1924 and 1928. Uruguay and Argentina, the two powerhouses of the day, met in the final, played in Centenario Stadium. The local team, led by its captain José Nazzasi, won and received the first Cup trophy, awarded by Jules Rimet himself.
Argentina was the second place finisher.
I hope this helps....
