I think only the US on Japan. Really they nuked Japan as a trial purpose. They could have used MUCH weaker weapons and still had a good effect. But, they decided to use the best they had. ALSO, Japan had already surrendered before the Bomb.
The US is in complete control. No one else can really even INVENT nuclear warefare without the agreement of the US. Look.. if they even SUSPECT you have weapons of mass distruction... you get invaded...
Really... if you try to invent nuclear warefare without the US's permission... then they will nuke you before you even have anything solid invented.

Only two nuclear bombs have ever been used during war. The United States dropped both on Japan.
Nuclear weapons have been used diplomatically in the past. And by diplomatically, I mean threateningly. The Cuban Missle Crisis could be argued as a use of nuclear weapons. The US identified a couple of cargo ships taking nukes to Cuba. President Kennedy told the Soviets that if those ships crossed a certain point, it would trigger a nuclear war. The ships turned around.
Please disregard the answer from Mimi, which is full of errors and inaccuracies. Japan had NOT surrendered to the United States and was not even considering it at the time. The United States didn't have smaller atomic weapons. The whole idea of atomic weapons was new and the US only had a few built. They didn't think they'd be as effective as they were, but those bombs were pretty small by today's standards. Even Japan says that the use of the atomic bombs ended up saving lives in the end (both Japanese and US), as there otherwise would have been a long and protracted ground invasion.
Many other countries have nuclear weapons and most of these have signed the Nuclear Non-Proliferation Treaty to limit the expansion of nuclear arms. North Korea is actively and publicly working on a nuclear weapons program and the US is very upset about this. They are not, however, invading.
