I think they should be handed over to the parents, if the parents desire, to do with as they may.

Skin them alive, and then stake them out in the hot sun on a red ant hill. Pour a bit of honey on them to encourage the ants to go to work. Then, if they are still alive, put them in a area with alligators or hyenas.

i think they deserve hell for doing it. maybe they should be poisoned or sumthing so they suffer like hell the rest of thier lives with no one to care or tend to them. and also do 'something or anything' to their dick which will make it hurt 24hours for ever and ever as a constant reminder to them.
better yet, hypnotize them to think they are a kid and replay the same nightmare they did onto others on them.
