i am not sure it is right of them to assume they can unless they have asked you previously that it is okay. It would be irresponsible of you though not to make them spend the night on the couch because if they drive home they are putting their lives, and the lives of other people on the road in danger.
I have a friend that when he drinks at my house often stays on my couch. He does just assume that he can because we have talked it over before and any time he is too impaired to drive, he knows he is not leaving my house in his car.
You are doing the right thing by letting him crash on the couch rather than crash into another car.

It is ok for them to assume, you dont want them driving drunk. On the same token, it is also assumed that you may:
1. Take incriminating photos of them
2. Place hand in warm water
3. Put makeup on them
4. Smear peanut butter on their faces and let the dogs have their way with them.

Well of course the right thing to do is let them stay. You'd feel bad if they went driving around and killed someone. However, if it seem to be a habit. You might consider calling them a cab!
